					<description>&lt;p&gt;The voting process in any country &lt;em&gt;must&lt;/em&gt; be transparent. That should have been a spec of the system when bids went out. In fact, if it were, I'm sure we wouldn't have seen these types of problems in the first place.&lt;/p&gt;
